Hanoi is planning to establish an Innovation Centre as a joint stock company to strengthen its position as Vietnam’s top innovation hub. The capital already hosts over 70% of the country’s scientific institutions, 82% of national laboratories, 65% of top scientists, and more than 1,000 startups. It also leads with 38% of business incubators and 40% of accelerators.A key development was the 2023 transfer of Hoa Lac Hi-tech Park under Hanoi’s management. This park serves as a core infrastructure supporting the city’s innovation ecosystem.The proposed Hanoi Innovation Centre will focus on science and tech policy, startup incubation, commercialization, digital infrastructure, and human resource training. It also aims to build smart urban data platforms, establish a digital asset exchange, launch an innovation fund, and foster public-private-academic collaboration to accelerate tech transfer and sustainable growth.
