Results of the Association of Clusters and Technology Parks of Russia 2019




Association for the development of Clusters and Technology Parks of Russia (hereinafter referred to as “ACTP RF”) is considered as a leading non-governmental organization representing the interests of 94 its members, i.e. Development institutions, Technology Parks, Special Economic Zones, Industrial Clusters, consisting of 2,630 tenant companies, manufacturing enterprises, which have US$ 12.3 billion of total revenue and over 180,100 employees (Annex 1).


Currently, ACTP RF accumulates topical information on 165 Russian Technology Parks (comprised of 5,087 innovative companies), which does not only show the dynamics of the development of the tenants in the territory of Technology Parks (including US$ 4.3 billion of annual revenue of the tenant companies, US$ 0.3 billion of their annual investment), but also allows any stakeholders to analyze the impact of legislative changes on the efficiency of development of the Russian Technology Parks for doing business here. ACTP RF is appointed by the Ministry of Industry and Trade of the Russian Federation as one of the core operators of the Russian Geographic Information System “Industrial Parks, Science and Technology Parks, Clusters” responsible for keeping the GIS in the field of Science Parks, Technology Parks and 49 Industrial Clusters (consisted of 3,190 manufacturing companies) up-to-date.


Since 2015, ACTP RF has been preparing and issuing the business review "Russian Technology Parks” (Annex 2) on an annual basis with support from both the Ministry of Economic Development of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation. The purpose of the publication is to determine the level of investment attractiveness of the Russian Technology Parks (i.e. the National rating of Russian Technology Parks), their particularities, competitive advantages. In 2019, ACTP RF concluded the Agreement on interaction with the Ministry of Economic Development of the Russian Federation concerned with collaborative work to improve the operational efficiency of 165 Russian Technology Parks, 28 Special Economic Zones (comprised of close to 5,800 innovative and manufacturing companies) further and to develop new ones.


The business review “Russian Technology Parks” is that it is not only a guide for investors (as the Technology Parks are estimated by the indicators proposed by the international business community to make the Russian Technology Parks rating easy to be understood and used by investors), but also the analytical material, which is in demand among investors, potential tenants (residents) of Technology Parks in terms of assessing the tax exemptions and other preferences provided to them throughout the Russian Technology Parks.
